编制目的 1. 编制目的 本措施。

Compile Purpose

为了指导及规范 DCS 带电调试工作, 保证系统及设备能够安全正常投入运行, 制定 The primary purpose of procedure is to guide and specify the commissioning work during energizing DCS, and make sure that the process can be put into service safely. 2. 调试范围 Scope of commissioning 2.1 DCS 配电系统的测试。 Test of DCS power distribution system. 2.2 DCS 接地系统检查。 DCS grounding system testing 2.3 DCS 系统双重化功能处理机冗余试验。 Redundant test of DCS processors changeover. 2.4 DCS 系统通讯网路的贯通。 Connectivity of DCS network system. 2.5 DCS 系统带电拷机 24-48 小时。 24-48 hours no-load operation of the energized DCS. 2.6 DCS 系统软件安装 DCS program download and software update 2.7 本次DCS系统受电范围是所有挂接在印度BALCO发电厂 (4×300MW)#1 机组及公用系 统 DCS 控制系统上的节点,具体如下: This energizing range covers all the nodes on the DCS of PLTU INDIA BALCO EXPANSION PROJECT-1200MW (4×300MW) and common system given below: DCS 工程师站 1 台 DCS Engineer Workstation: 1 unit DCS 历史站1 台 DCS Historical Workstation: 1 unit 操作员站:4 台 Operating Station: 4 units 公用系统操作员站:2台 Common System Operating Station: 2 units DCS 机柜:17 套 DCS Cabinet: 17 set DCS 电源柜:2 套 DCS Power Cabinet:2 set 网络机柜:2 套

3.1 土建方面:机房门窗应安装完善,地面保持平坦通畅,如有井坑孔洞,应 敷设盖 板或围栏。机房内应有充分的照明条件,并应配有适当的消防设施。空调 系统已安装 完毕,并且具备投入条件。如正式空调系统无法投用,可考虑使用临 时空调以满足需 要。 Civil works:The doors and windows of control room should be installed completely. Control room should have flat floor, with holes and pits covered or enclosed, sufficient lighting, and adequate fire fighting facilities. can be put into service instead. 3.2 安装方面:DCS 系统机柜和盘台应安装就位,供电、配电系统接线完毕且稳定的工 作电源能够送至 DCS 电源开关柜,预制电缆、接地系统已连接完毕。 Equipment installation: DCS cabinets and panels should be installed in place. Wiring of power supply/distribution system, grounding system, and prefab cable should be completed. Reliable power can be transmit to the power supply cabinet for DCS. 3.3 DCS 系统受电的相关技术资料齐全,DCS 厂家到达现场确认受电条件。 Technical document required for DCS energizing should be provided completely. The representative of the DCS manufacturer should be present at site to confirm the conditions of DCS energizing. 4. 4.1 调试步骤 Process of commissioning 受电前的检查。 Air-conditioning system should be installed, and available for operation. If formal air-conditioning system cannot be used, temporary air-conditioning

Inspect before energizing. 4.1.1 DCS 系统机柜检查。 DCS cabinets check. 4.1.1.1 DCS 系统机柜内外应清洁卫生,无粉尘及杂物。 DCS cabinets should be clean inside and outside, without dust or sundries. 4.1.1.2 DCS 系统机柜前后以及 DCS 系统与其他系统机柜间应留有充分的工作空 间, 以便调试和维护。 Sufficient space for commissioning and maintenance should be left around DCS cabinets or between DCS cabinets and other system cabinets.

4.1.1.3 DCS系统柜内配电装置、用电装置周围应留有足够散热空间,保持通风 流畅。 In DCS cabinets, there should be sufficient devices 4.1.1.4 and other heat fluid ventilation. 机柜应与底座支架用绝缘板隔离,并用带有绝缘套管和绝缘垫片的螺栓紧固联 接。若设计为机柜接地,则无此要求。 DCS cabinets must be separated from the pedestal by insulating board, and fastened by bolts with insulating 4.1.1.5 bushing and gasket. It should be based on manufacturer specifications, in case, whichever is conflicted. 4.1.2.2 检查所有电源系统配线: 对于交流电源, 应注意火线、 零线的连接要正 确无误; 对于直流电源配线,要保证正负极性的准确连接。 Check the power wiring: live lines and neutral lines are connected correctly of the AC power system, and the polarity is consistent of the DC power system. 4.1.3 4.1.3.1 卡件检查。 按照 DCS 系统厂家提供的系统安装图纸,检查确认机柜安装卡件的型号、 数 Inspection of modules 量、安装位置及在卡件面板上标签是否正确。 Check all of the modules mounted on the slot are in accordance with the installation drawings provided by the DCS manufacturers in type, quantity, installation location, and label of the modules. 4.1.3.2 4.1.3.3 4.1.4 检查卡件是否插装牢靠,有关插头是否齐全。 检查卡件是否有明显霉变、损坏、不洁等现象。 接地检查。 Check that all the modules are inserted in place firm, and plugs complete. Check all the modules for mildew, damage, impurity. Grounding inspection 按照设计要求,检查计算机系统信号接地和机柜接地是否符合设计要求。

Cabinets or systems should be energized one by one, i.e., the next cabinet/system cannot be energized unless previous cabinet/system have been completed energizing and been recovered. 4.2.1.2 受电前,由安装单位负责测试 UPS 至 DCS 电源柜电源线路的绝缘情况,包 括线间绝缘和对地绝缘。 Before energizing, erection contractor should check the insulation of the power cable from UPS to DCS power cabinet, including line-to-line insulation and earth insulation. 4.2.1.3 由 UPS 系统送电至 DCS 电源柜, 检查 UPS 电源电压是否正常。 Energize from UPS system to DCS power cabinet, and check UPS voltage is normal. 4.2.1.4 送电至控制机柜,检查机柜电源电压是否正常,如果电源电压不正常,查 找原 因处理问题,保证电源正确。 Energize control-cabinet, check the supply voltage of the cabinet. find out the reasons and solve it, to ensure the correct power supply. 4.2.1.5 闭合机柜电源开关,检查电源转换模件是否工作正常,检查电源模件的各等级输 出电压是否正确。 Close the cabinet power switch and check the power switchover module is working normally, and check power module’s output voltage of each grade is correct. 4.2.1.6 检查风扇是否能够工作。 Check the fans is working normally. 4.2.1.7 带电。 After one cabinet/system is energized, tested and recovered, the erection unit should hang a caution board indicating that this cabinet has been energized. 4.2.1.8 受电过程中如发现异常情况,应立即停止受电工作。待分析查明原因, 排除故障后再行恢复受电。 In case of something abnormal occurs, stop energizing immediately. 进行。 All personnel participating in commissioning should strictly comply with relevant site-safety-rules to ensure the work can be done safely and reliably. 6.2 所有参加受电工作的人员应听从调试人员指挥,严禁违章操作及无令操作。 All the participants by the energizing should obey commissioning engineers, no operation without permit or violating regulation is prohibited. 6.3 受电全过程,应由调试单位、安装单位、DCS 厂家共同参与完成。DCS 厂家提供技 术支持,并且负责受电的实施工作。 This whole process of energizing should be performed jointly by commissioning team, erection team and DCS manufacturer. The manufacturer provides technical support and is in charge of the implementation of energizing. 6.4 如发现受电过程中有异常,应立即切断电源进行检查,并立即汇报指挥人员, 待故障排除后方可继续受电。 Shut off the power supply immediately when abnormalities occur in energizing DCS, and report the instructor as soon as possible, proceed with it after the fault is resolved 6.5 DCS 受电及软件恢复完成后,为确保 DCS 正常运行,未经调试人员同意,不得擅自
